a. What do you think is the major challenge of the Philippines as a nation-state? For me, the Philippines suffers from very destructive
natural disasters such as typhoons and I think this is the major challenge of
the Philippines as a nation-state. The Philippines rests in a cluster of
islands located in the westerly expanse of the Pacific Ocean, in a zone often
dubbed the "Tempest Track" or "Tempest Route."
According to (PAGASA, 2023) Continents are strongly
affected by oceans and seas, exerting a significant impact on their weather
patterns. A substantial amount of the solar energy that reaches the surface of
the sea is utilized in the evaporation process.
In conclusion, the Philippines encounters a significant and recurring conundrum
in the guise of devastating natural calamities, particularly cyclones.
Positioned in the western vastness of the Pacific Ocean, within a region
acknowledged as the "Tempest Trail" or "Tempest Path," the
nation is prone to the formidable forces of nature. As remarked by PAGASA in
2023, the proximity to oceans and seas wields a profound impact on the
country's meteorological patterns, with solar energy assuming a pivotal role in
the evaporation process.

Propose a policy that you think can
help with that challenge.
If I were given a chance to create my own policy for typhoons and other natural
disaster sis to create an Adaptive Environment in the country developing a
strategy that uniquely centers on typhoon readiness and reaction in the
Philippines is imperative given the nation's susceptibility to these
extraordinary atmospheric occurrences.
The policy promotes infrastructures that are built to withstand extreme weather
events, including resilient roads, bridges, and flood control systems, Not only
infrastructure but also climate resilient Agriculture to assist farmers with
weather-proof techniques and technologies to adapt to shifting climate
conditions and foster resilient agriculture.
In conclusion, the development of an Adaptive Environment policy with a unique
focus on typhoon readiness and reaction in the Philippines is both necessary
and urgent. Given the nation's vulnerability to frequent and severe typhoons,
such a policy represents a crucial step toward safeguarding lives, livelihoods,
and the environment.
Explain the pros and cons of your proposed policy.
Pros:
a.
Enhanced Resilience: This policy favors establishment of strong infrastructure that is less likely to be affected or hindered by typhoons and any other natural calamities. This allows rescue operations that may be carried out to save life and reduce incurred economical losses.
b. Food Security: They help farmers adapt to changeable, unpredictable storms like tyhoons, heat waves and other climate-based hazards.
Cons:
a.
Cost: initially, building a strong infrastructure that is also weatherproof coupled with the promotion for climate-smart farming may strain the government’s budgets.
b. Implementation Challenges: The policy should be enforced effectively at all governmental levels and in the communities. Particularly in vulnerable and inaccessible sites.
